Long exposures during twilight help provide normal detail in the scene, while allowing the artificial light of traffic to illustrate movement. Here, the implication that traffic is "whizzing" through the "Fastrak" lanes of the Golden Gate Toll Plaza is obtained with a 30 second exposure at f22. How did I know that exposure? I set my Canon EOS A2 on Shutter Priority mode, and it determined f22 would be the right aperture. (See: Metering Light)
