Each image is a 30 second exposure. In the first image, the bus was entirely stationary the whole time. In the second image, the bus was still for the first 20 seconds, and then it moved forward for the last ten seconds. Too little ambient light hits the moving bus, so no image could be captured by the camera. The bus' headlights, however, imprint nicely (in this case, onto the digital sensor), giving the illusion that the headlights are "beaming."
