Las Vegas is the city of lights, among other things, and I almost always have my camera set at 30 second at f3.5 for Velvia film (ISO 50). The only problem with pure "nite" pictures is that detail is lost in the truly dark areas, but the scenes are still worthwhile. When planning long exposures in city scenes with traffic, it's most important to track the movement and "momentum" of traffic, because this will be the main flow for the photo. Experimentation will show this is a technique that is mastered only by time.
